The kind of servant that helps their (male) master dress is usually called a valet, or a ‘gentleman’s gentleman.’ The famous Jeeves, though often thought of as a butler, was actually a valet. Anyway, they didn’t usually actually dress the employer, just chose their clothes, laid them out and took care of them. (Ironing, sending them out to be cleaned, etc.)
As everyone has said, a lady’s maid would have been a girl’s assistant for dressing.
Unlike Japan (apparently), English people were accustomed to bathing themselves. Very young children might have help from a nursemaid or nanny.
I see from your previous questions that you are simply DYING to write a story/manga about a sexy male butler dressing a girl, so here’s a thought for you: as a main character, have a girl who must be in disguise as a boy for some reason. The sexy valet she has hired is part of her cover.
